The Ministry of Defence has concluded its public participation drive on the proposed Defence Civilian Staff Policy (DCSP), with final town hall meetings held at the Defence Forces Memorial Hospital in Lang’ata, Nairobi.

This follows nearly two months of nationwide consultations.

The four-day Nairobi engagement brought together military and civilian personnel from Embakasi, Kahawa, Lang’ata Garrisons, and the National Defence College, offering a rare opportunity for direct input on a policy poised to reshape the civilian-military workforce dynamic.

Led by Secretary for Administration Isaac Masinde, the Ministry’s technical team collected feedback on the draft policy, which seeks to build an integrated workforce while maintaining clear boundaries between civilian and military roles.

“This blueprint addresses key human capital gaps, including career progression, staff establishment, remuneration, and welfare,” Masinde told participants across the four Nairobi centres.

Attendees reviewed the draft and submitted detailed recommendations. These inputs, gathered from earlier sessions across the Coast, Western, and Eastern regions, will inform the final version of the policy.

The technical committee included all Heads of Department within the ministry, Brigadier F. Lobally, Lt Col M. Mutua, and Wangeci Gichangi from the Public Service Commission.

The exercise marks a new chapter in how the Ministry of Defence engages its personnel, by not just listening but acting on feedback from within.
